Roll a die. Add 4 to whatever number you get, and use that as the rating.
If you're meaning how to set a rating for a game on this website, then find the page for the game you want to rate (clicking the Games tab at the top of this page might help), then click the ratings bit and there should be a dropdown selection where you can choose the rating.
