Topic: Buying New 3DS, moving to UK

Hi guys!
This question was probably answered before but I couldn't find anything around here so. It has a couple of parts.
I currently live in South America, and have an American 3DS, since we have no working eShop in my country, I use have my consoles set up in Canada, since it accepts my credit card. I'm planning on buying a New 3DS, but I'm moving to the UK in May.

The first part of the question is the following, if I wait till I get to the UK, will I be able to transfer the data from my current American 3DS to a UK New 3DS?
If that isn't the case, I guess I'll get one here before leaving, but in that case, will the Canadian/US eShops take a UK debit card as payment? or will I have to order physical copies through amazon/ebay and get them delivered?
This last question also applies to the Wii U, I guess it would be the same, but if it isn't I would appreciate a clarification.

I used to not be too bothered by region locking, but this is a real pain in the donkey.

I know Canada eshop accepts foreign cards whereas the US eshop does not. As for transfers, I do not think it will work since the system is region-locked.
