Hydreadon. Many people just use him online that is immensely strong. It just makes me cry.

For pure 'joke' Pokemon with no redeeming value, Magikarp. Wasn't a funny joke then, isn't one now.

For Pokemon which are meant to have some use but blatantly don't, then either Luvdisc, Chimeco or Farfetch'd. The former is just outclasses by pretty much everything, the second is both useless in battle and ridiculously rare to the point of being near impossible to find in gen 2, and the latter is... also outclassed, mostly rare and just about useless.

And then,For Cheaters who are in Wifi Battles,Gallade,Hydreigon (Like @Mariobro4 mentioned),and Kingdra.

Unown. Horrible stats, cannot evolve, and only learns 1 move in Hidden Power which is a random type between 35 and 70 base power (horrible unless used in competitive sets with the right IVs).

Unown is simply unusable in 99% of situations, and was only included as a gimmick.

Yes. They evolve, they can be evolved to know tackle, and they drop a pretty hefty amount of experience early on. They've got their uses.

But when encountered in the wild (aka as a Metapod, not by being evolved from a Caterpie), they only learn Harden. Which is pointless.

Although according to Bulbapedia, you can actually teach them a few moves via move tutor now. Weird.

It's true. Without evolving a Metapod, I simply don't see any way to beat Brock in Pokemon Yellow. Unless you really want to grind for a ridiculous number of hours.

You can also get Nidoran ♂ and Mankey near Viridian City, both of which learn fighting type attacks that can bring down Brock's team.
