I just want to know why. Why can't nintendo make a 4th installment in the earthbound franchise? did nintendo lose licensing rights? does nintendo lack inspiration? or does shigestao itoi not want to revisit bad childhood memories?

Itoi isn't a game designer at first hand. He really had not much of a reason to make the Mother series in the first place. He probably has little-to-no motivation for a 4th Mother game.
Itoi said he's done with the series, and quite frankly, I agree. Earthbound isn't a series you can just pump out endless sequels; it's an experience more than it is a game. The ending of Mother 3 signaled the end and renewal of the world, and I think it's best to leave a series on a bittersweet note.

Well an author could write another book, but he/she may not because they simply don't want to. Mr. Itoi may have other projects he wants to work on. Or he feels that the story is done as is. It's not all that unusual if you think about it...
