Probably because they don't have anything worthwhile to show in a fullblown conference or direct, especially after having most of their stuff at E3. I mean unless everyone was fine with just seeing slightly more of already announced games.
They are at Gamescom with games. They're just not making a big deal out of it even though they really should. This Gamescom is all about Xbox One and Square Enix. You might hear a few new details about Nintendo games.

They need a Nintendo Direct soon to compensate from the underwhelming E3. Prove me I'm wrong and there's still surprises coming to Wii U.
Guess they will have to sort out the Iwata succession first, though. Until they do that, I don't think the company can move forward in meaningful ways.
Gamescom is in Germany, which is one of Nintendo's more friendly markets. Seems like an opportunity, anyway. Maybe they didn't feel a conference was necessary. They are demoing games and doing the press circuits though.

Well, they have their big event during E3 (early summer), then usually have a direct that coincides with TGS (late summer), even if they don't attend the event itself.
They probably think they'd be spreading things too thin if they held something for Gamescom (mid summer) as well (which I believe is still the smallest venue of the three, to boot).

I don't think Nintendo views Gamescom as a second E3 like Microsoft. I think they view it as a way to get the stuff they announced at E3 in the hands of the public, so it makes sense to not announce too much between the two.
I think we can expect a Direct or Presentation or even just your average video sometime this month. No telling if they'll pay respects to Iwata during it or not, but I severely doubt we'll hear about anything new that isn't super small time until very late, year. Much as I love new announcements, Nintendo's got a ton of stuff to flesh out from E3 that'll be launching relatively soon, and in reality, they probably aren't sure what they should or shouldn't announce as they have no actual CEO. Just a team acting as CEO. The safe option would be to wait for someone qualified to take the position and start announcing new stuff as they see fit.
@LztheQuack: Yes, they do. And it's not hate, it's just massive disappointment. It's fine if you're satisfied with what they've shown, but the majority of Nintendo fans weren't. I and many others who are passionate about Nintendo, just found that they were lacking. It was probably their worst presentation since E3 2008, but back then they had consoles selling like pancakes, so it was not as worrisome for them as now.
So I hope they appoint a new CEO soon enough, get their act together and schedule a new Direct September the latest.
@elhozzo: They did release Earthbound Beginnings without notice. And it's still the highlight of my E3 experience, although it's a 26 year old game.
Also, I'm not on the Federation Force hate bandwagon. I don't care about 3DS and I'm not that into Metroid. What really shocked me was the Amiibo-centric Animal Crossing Wii U and the general lack of high profile announcements for Wii U. I liked Mario Tennis and that was it.
@Samurai_Goroh: Considering the games we were already aware of coming to Wii U, being Super Mario Maker, Yoshi's Woolly World (in the US), Fatal Frame V, Star Fox Zero, Xenoblade Chronicles X, Devil's Third, and I'm sure I'm missing one or two more, it shouldn't have come as a surprise to anyone that there weren't any unannounced high-profile titles coming out, this year. And remember that we were well aware this year's E3 would be focusing on 2015 with a few early 2016 titles sprinkled here or there.
And you know, in hindsight, I think it may have been that Iwata was aware this would be his last E3. After all, they put a LOT of emphasis on Mario Maker, which was kind of Iwata's final project. I'm willing to chock this year's E3 up to Iwata wanting to see his creation in full before his passing, and the heartbreaking thing about that is that not only did he not survive to see it launched, but it was so poorly received by the public.
Don't get me wrong. I agree that this year's E3 was rather lackluster, but I can't remember a single point during their presentation where I was just like "there's a game I'm never going to try!" Plenty that didn't really catch my interest, but none of them were just bad. Honestly, I'm fairly excited for this year's lineup. I think people need to stop focusing so much on their weak presentation and actually look at the content coming out. Seriously.
