Given that "twenty twenty" is already in our vocabulary as a "target date" for politicians, a measure of eyesight quality and a Grates song I think "twenty twenty" will be used for 2020. So obviously the natural thing would be to have 2010 as "twenty ten".
although I am not sure if past dates have anything to do with it. In the 190_'s we called the year "nineteen - oh - ___". I don't know of anyone who has called years in the last decade "twenty - oh - ___"..... so maybe "Two thousand and Ten" will catch on. shrugs

In Dutch I use two-thousand-nine, when literally translated. But in English Twenty-Ten sounds nicer to me.

My mother says two-oh-nine (I facepalm every time) but for 2010 I'm going to adopt that phonetic style with two-oh-ten.
