@iKhan there are a lot of games that do make use of the dual screens creatively. You just need to find out about it.

Examples would be nice?

E3 2012 showed Wii sports club, NintendoLand, Game & Wario, and Wonderful 101.

I guess I did leave out Lego City Undercover and Wii Party U, but that's about it.

Currently Playing: Steamworld Heist, The Legend of Zelda: Majora's Mask, Tales of Graces F

Wii Fit U, Rayman Legends, Arkham City: AE, Splinter Cell, Deux Ex, Mass Effect 3:SE, Zombi U, Mario & Sonic&Sochi, and eshop games like Little Inferno, Swords&Soldiers, Color Zen, Scram Kitty, Trine 2.... and also of course the uses in NSMB and SM3DWorld ,and Wind Waker and Pikmin 3... Game Pad was also used with other games like inventory or maps in AC III and Darksiders II for example, and fighting shortcuts in Tekken and Injustice.

Zombi U was shown at E3 2012, I just missed it. Arkham City, Splinter Cell, and Mass Effect just use it for what would normally be menus that pause the game, or occasional motion control that could be done with a Wii Remote.

Among the other retail games you mentioned, I'll admit I forgot about them, but from what I've seen/played of them, the Gamepad features aren't impressive. Really the only two games that really even suggest Dual Screen gaming on consoles have potential are Wonderful 101 and NintendoLand.

Also, consider this, were you ever "wowed" by the Gamepad? When I heard about the DS, I was wowed. We had never seen touch screen gaming used in that capacity before, nor the dual screens. When I heard about the Wii, I was wowed. Motion Control had never been executed to that degree of accuracy and that extensively before.

When I saw the Gamepad, I scratched my head. It really just doesn't scream "new innovative idea". Now to be fair that is an initial perception, and devs ideas aren't necessarily tied to that, but selling an idea that doesn't get positive initial perception to consumers is hard. It's part of why the Wii U isn't selling well, and I don't think it's a route Nintendo should tread again. At least not until the technology is available for 30 dollars or less.
