In French you say the whole number, so there it would definitely be deux mille dix; I think the same is true in Japan (though they might say individual numbers like 2-0-1-0, I cannot recall). When I had a room in Paris it was trois cent dix sept or whatever not "three-seventeen" as I would say otherwise.
Different strokes for different folks! Twenty-ten for me.
