Honestly, I've enjoyed just about all the Sonic games I played that were released in the '90s. The series has been pretty iffy ever since Sega went 3rd party.

Sonic Adventure 2 (it hasn't aged well, but it's nowhere near as bad as SA1 or Sonic '06)
