How can there be a debate about this? At this point in time, there were no base stations that would allow cellphones make calls. In addition, if this really was a time traveler, he/she'd be really stupid. Why would the person use the cellphone in publicity? Another person was walking just a few steps in front of him/her. Would he/she really risk taking out his/her cellphone and even attempting to use it when he/she's obviously not alone?

LOL it could be any number of things s/he's holding. For all we know, s/he might off his/her rocker and talking to him/herself. It was not an uncommon sight in the old days.
