This is the thread where all you RPG fans out there chime in on who you think is the TOP DOG in the RPG development world. there's a lot of debate on this, so let's hear your opinion. here are my nominations (without picking sides), though if you have any other teams you'd like to suggest, feel free to make your case.
Square-Enix (Final Fantasy series, Chrono Trigger, Dragon Quest/Warrior series, The World Ends With You)
BioWare (Mass Effect series, Star Wars: Knights of the Old Republic, Dragon Age)
Nintendo (Mother series, Paper Mario series, Mario and Luigi series, Pokemon series)

double tie between Square-Enix and Bioware. Square-Enix is basically the god father of the RPG world and is made up of two companies that had great games early in development. Square-Enix also is one of the Few Giant gaming companies that no matter the limitations of the platform are able to make memorable experiences in Gameplay and Story telling. Bioware on the other Hand took The table top RPG and put it in a game.Bioware's main focus is on the story first hand and started off doing licensed games then going on to make their own universes. So in a nut shell the Best JRPG developer is Square Enix and the best WRPG developer is BioWare. The two best RPG's would be Final Fantasy 7 and Mass Effect(might be dragon Age origins)

I nominate ATLUS (Shin Megami Tensei, Demon's Souls, Growlanser, Etrian Odyssey, practically every other under the radar JRPG series that would never be published in the US otherwise). ATLUS sticks with all of their series and publishes games that other publishers wouldn't touch, as well as develops their own great series. So smaller developers get a decent chance to succeed and the Western world gets some great games. Unlike other choices like "EA Japan" who destroy great franchises after they assimilate smaller studios/developers/publishers and kill those studios' great IPs while they just keep grinding out Final... I've said too much, oh no they are at the door.. tell my family that I... transmission ended.
i was waiting for someone to bring that up. it's not, but it's one of their most well known and most well loved franchises, so i just put it there to add to their standing as a developer in general, not so much to their RPG mastery. and... i couldn't think of a third RPG from them, and i had 3 games from everyone else, so...
but anyway, Atlus has been added to the list, along with a set of the games you mentioned.

No, not really. I've tried the one that most people consider the best, TTYD, and it was horrible. I hate the series. KOTOR was also GOTY in 2003, and I don't think any game in the Paper Mario series has ever won GOTY.

Well, I don't much care for KOTOR. So I guess we have to agree to disagree.
@Feenie: you're welcome to add Camelot to the list. i just put up the big ones i could think of, but it was by no means un-amendable. what have they made? EDIT: did a quick google search. i didn't mention golden sun (sorry.... don't stab me!) but i lumped Camelot in with Ninty, since Ninty published it, just like i lumped them for shining force with sega.

Well then, excellent, mwahaha. They're known for Shining Force, and they've also done another certain series that I don't need to mention at this point any more.
So yeah, they're my faves, the scrappy underdogs.
