After graduating from the Super Awesome Spy College, you recieve a mysterious letter:
"You are tasked with locating a secret spy who infiltrated your country. Use this clue to gather information."
The picture shows a set of stairs in front of a regal facade in the capital city. However multiple people are sitting on the steps, all very different from another.
There is a caption on the picture:
"Man A is standing on the middle step.
Woman A is 5 steps above him.
Man B is 2 steps below Woman A.
Woman B is 9 steps above Man B.
Woman B is 6 steps from the top."
You are tasked with meeting with a superior to continue your mission at the top step the next day. What number step are you meeting on?

@Tricoloryoshi No, not 9. >:3 I finally stumped people.

@Sprite Please be specific as to what puzzle you are solving, as they both involve numbers.
Assuming you meant the newest one, no 11 is not the answer.

Puzzle 12: Guess #2 is 9. After the first spin, the number on the board moves from the previous answer according to the following algebraic pattern: (-1^(x-1))(2x-1). Spoken, my formula is "negative 1 to the power of the quantity x minus one times the quantity two times x minus 1", where a negative result moves the number left, a positive one right, and x is the number of the spin after the first one (i.e. when x=2 it is the spin where the roulette started on 4 and landed on 3. Hopefully that's right.

How am I supposed to know what number step the middle step is? Is it 2? 25? 69? 95?

@Everybody Nope. All wrong. >:]
You can get it. But like @Birdman did, you guys overcomplicate things. Like with #12. Pay attention to the numbers themselves, and how they relate to the next winning number. There's your 3rd hint.

Surely the top step is the first, ie 0 or 1?

For number 12, I just want to say 6.

No, still all wrong.
Super Hint: On #12 Pay attention to the number the last person won with, and the numbers next to them. See how this relates to the next number won with.
Hint: On #13 just count the steps. It's pretty simple actually.

After you meet with the mysterious man, he gives you a task to see if you can really catch the criminal. However this task is no ordinary task, but a riddle! He hands you a letter which states:
I am one that matches 13 others, and 3 others at the same time.
I can be the highest, or I can be the lowest.
What am I?
