Nintendo is thinking about the safety of children. Seriously, if anybody could just add anybody, then, what's stopping pervy older men from adding a little kid? (Answer: Parental Controls) Plus, with the whole friend code thing, you're adding people that you actually know, not just random people who want more friends.
