You don't need to mod a Wii U. Just get something that records the output. And it's much easier to buy a modded 3DS with the capture card already built in than to do it yourself.
It's against the rules to talk about modern console modification, and that's what you need to do if you want to screen capture from a 3DS.

This isn't a flashcart, an emulator, nor is it homebrew — it's one of those 'gray area' things, and since piracy is neither the subject nor the goal (just a method of recording gameplay from a legit device using a legit cartridge), we're going to go ahead and let this go for now. 3DS has to be sent in to be modified with the thing attached, Wii U can just use any HDMI capture device, I have Happauge's HD PVR or however you spell it. lol
