granted, Nintendo makes a product that can do that but they looks just like a 3ds gamecard and you can only copy one game a card.

I wish I could buy a Japanese 3DS and transfer all my data from my US 3DS to it, and the only thing different would be that the games I own would be in Japanese

Granted but the region lock mess up all your games. Both your 3ds then get locked by Nintendo (they can do that)
