There's no way of proving cut content (unless you hack the game). Nintendo can cut content, but only if it's unneeded content or for specific reasons, like scrapped voices and Ice Climbers not being in the game due to limitations.
The only thing that makes me think that Nintendo is planning DLC is the Mario Kart 8 unused cup icons. Even their file name says it all:

That to me feels wrong because new Mario Kart games should have the Retro Tracks from previous installments right in the game and not as DLC. All the other tracks like F-Zero are fine because we won't see them in the next Mario Kart game as a retro track since it's DLC.

8 has just as many tracks as wii and it cost more to make. no content was cut. you guys are silly.
I disagree, mainly because the tracks are significantly different in 8, and remaking these tracks to this level in HD alone requires significant time and money.
If you wanna talk Mario Kart being questionable, we could talk about how Mario Kart 8 both has less content and a vastly worse battle mode then the DS game from 2005. If you didn't get a free game with that by buying it soon enough, I think Nintendo is ripping you off with a lack of content, even if the content there and focused on is high quality. That bothers me more than the DLC, easily.
I'm keeping a close eye on Fantasy Life as I think Nintendo is cutting content out that will already be on the cartridge to sell as dlc. If you look at the Link version in Japan it's all on one cartridge but the version for the west will have some of what's on the cartridge for them as dlc for us. Unless they totally remove it from the cartridge it could be the first of a slippery slope for them.

I think Nintendo is just letting 3rd party devs they work with do what they want with DLC and the like. To a point I think they're still responsible, especially for stuff like Hyrule Warriors, but I think in their current situation, they are in no position to tell other companies how to monetize their games.

well many japanese players had to buy it twice for that. also it's level 5 not nintendo.
Well the game came out like a month ago in Japan, so they were done with the game and just immediately began DLC development, while the rest of us still have to wait for the localisation and now when we're about to release they've probably finished enough to display in today's announcements. It's all about timing. It seems like they're cutting content but really it's more that extra content was made quickly.
I'm still not a fan of DLC., although I'm generally fine with it if the content to price ratio is relatively close to that of the base game, I'm typically fine. It's when the DLC is overpriced (the content to price ratio is smaller than that of the base game [paying more money for less content]) or the DLC seems like features intended to be in the release, but held back so a game could release by a specific deadline and make profit off of that content later. Can I say that this happened for sure, no, but I do get the impression that was the case in some games.

@kkslider5552000 I miss the Missions. Mario Kart 7 is lacking that too (and outside of the online it's the least replayable MK, but ironically I think 7 has the best online, since there are still no hackers yet and with the better kart balance you see more character/vehicle variety than other MKs).

They could have had the idea of making DLC tracks before release, but with no time left to develop them. I'm grasping at straws, just in denial about what you're saying I guess ;_;
DLC as a whole will never be fair. It exists to benefit the company, not the consumer.
The people whoo made Mario Kart 8 don't have to make more tracks and characters, and they never did for Wii, and it's completely optional at a cheap price with a reward if you preorder them now. (Multicolored Yoshi's and Shyguys)

That data is mostly from the planning stage hence the Yoshi egg is the only one being used meaning they hadn't even started making the tracks. DLC could always have been in the original product but is normally made after the product is finished that to me is what is happening at least with Mario Kart 8.
