Seth in Street Fighter IV is a friggen chump. i hate that stupid blue SOB with a passion. i would love to see him sitting at a dinner table with other fighting game bosses. orochi, shao kahn, rugal, geese and m bison would all just be like "WTF, who invited this guy?"

Oh, I've forgot to mention Yashja, the final boss to the most obscure Game Boy game ever created Mickey Mouse: Magic Wands! Her first form is really easy (stand in one corner and shoot at him/her with your wand once!!!!), and her final form has you shooting at him/her with your wand nonstop (hold up and B), and I only lose about three HP, but it's worth seeing the ending every now and then.

I've been pretty happy with most of the final bosses I've faced, but Super Mario Sunshine's final boss was pretty retarded (Bowser in a lava pit with bubble bat toys? WTF!?). The final boss in Spyro: Year of the Dragon was kinda lame too, but it sure was fun riding around in the hovercraft.

I hate to use the word "retarded" to describe anything, but Dracula in Rondo of Blood is a total pushover, even without Maria, and in both his forms!!! Dracula was a bit easy in Super Castlevania IV, but he did take a while to get used to.

Palamecia is the name of his homeland, his empire.
He is "The Emperor" as he is know in Final Fantasy II/Dissidia or "Emperor Mateus". (His real name is revealed in a official novel, and mentioned on his strongest weapon in Dissidia "Mateus' Malice")
Interesting enough, Mateus is Portuguese cognate of Matthew, and means "gift of god", suits him well.

On Topic:
For me was Col. Autumn from Fallout 3
He can do some damage, but he's very weak in terms of HP and Defence, 3-4 shoots on the head and he's done for.
Even some of the boss mentioned here while easy, they still present some chalenge, the Fallout 3 on... meh....not even that, what saves it is that there is an expansion to the main quest that saves it a little bit. (but don't get me wrong, i love the Fallout Main Series 1 to 3)

the final boss in fire emblem radiant dwn. it was so dissapointing. i let half my guys die taking out the barrier since it didnt matter to keep them alive then i hit ashera with ike and whoop-de-doo, i won

also pokemon diamonds last boss was pretty sad. i destroyed that chick too easily

and finally smithy from super mario RPG. it was just so easy to beat him its not even funny. he looks so intimidating but all you need is peach in the lazy shell and theres a guarenteed win
