I can recommend Anodyne. A small PC game that makes no sense at all, and is somewhat creepy just because of that. The style is extremely minimalistic, and the design is kinda confusing at times, but as you progress, the game starts receiving a slightly dark undertone.
the OP asked for games that aren't scary!
I fear the letter, because it might as well be the future of videogames with all the easy ways of making crappy games cough*unity*cough
goodbyes are a sad part of life but for every end there's a new beggining so one must never stop looking forward to the next dawn

Order determined by a randomizer. Thanks for all your help, guys. I'll probably continue to discuss stuff here at least.
Also, here's 13 other games I'll do if I have time that are at least Halloween-themed:
Resident Evil
Resident Evil: Code Veronica
Resident Evil 4
Dino Crisis
Castlevania: Rondo of Blood
Castlevania: Circle of the Moon
Castlevania: Order of Ecclesia
Kid Dracula
Gargoyle's Quest II
Demon's Crest
System Shock 2
Clock Tower (SNES)
Parasite Eve
Alan Wake was another one I rented, but thanks for the reminder, I still need to play the XBLA (semi-?)sequel. I might want to replay Alan Wake first, though, so maybe next year.

That one is an action oriented game. The story in that one is negligible, and serves only to explain all the back tracking.
My SD Card with the game on it is just as physical as your cartridge with the game on it.
I love Nintendo, that's why I criticize them so harshly.
