I know 2 halloweenish shooters on the 3DS I came to enjoy, Dracula's undead awakening and Undead storm, both are over head shooters in which you kill hoards of undead and other creatures, I played those games a lot and might play it during the month as well!
I've been playing Master Reboot lately, and it could fit the bill. It isn't so scary so much as just tense. It has a similar feeling and atmosphere as The Starship Damrey, which I also highly recommend.
Any of the Resident Evil games would qualify, but i have a soft spot in my heart for the original. It's remake on GCN is really good, too.

The Starship Damrey is a great game. The atmosphere really got to me.
Also there is a mobile game that I'm gonna play soon, it's called mines of mars, the game is a lot like Steam world dig but you are on mars, you mine and you get guns and stuff, there will be dark caves and so on, here is some creatures in the game!
Not horror at least I think but you might want to make sure nothing is to your left or right.
+1 for The Starship Damrey on 3DS, totally fits your requirements. Creepy but never scary, and in a very clever way. No enemies, just atmosphere.
Also, you want to look into Steamworld Dig. It is not a game built to scare people and it's not "creepy" in the common sense, but it's pretty much like a rural Metroid with a very dark atmosphere. The more you dig down, the creepier it gets. And the game has excellent (and I mean really spot on) sound effects that can really send a shiver down your spine sometimes.

LIMBO - Platformer (Creepy, maybe a little scary) They Bleed Pixels - Platformer (Halloweenish theme, definitely creepy, not really scary though) Legend of Grimrock - Dungeon crawler (Escaping a dungeon in a mountain, you may consider it scary)
I love Grimrock, but I didn't find it that creepy. Plus I'm still a bit burnt out on Dungeon crawlers, otherwise I'd have included The Dark Spire. I definitely want to finish it by the end of the year, though. Maybe in November.
I forgot about Limbo. Might see if I can work that in. Might depend on whether or not Book of Memories is any good, though.

Gone is Silent Hill's creepy atmosphere, dreary environments, and enjoyable storytelling. It might be an okay game, but it's definitely not anything like the other Silent Hill games.

Thank you, I didn't know that. I thought it was supposed to be turn-based, but I see that's not the case. I wish it was easier to find videos containing gameplay that aren't let's plays...
EDIT: and someone answered some more questions I had on another forum. My list is almost complete. I just need to look more into Master Reboot and decide between it and Damrey.
Portal 2 is a bit of a creepy atmosphere but you'd have to really get into the game and know the whole backround story to get an erie feeling (or just instantly get that feeling when you hear of doug rattman's easter egg..)
