A lot of China's arable land is rice pasture (and they're sure as anything not flattening that). The rest is either the Gobi desert or mountainous regions. Overcrowding is now a pretty big problem, especially since the business district of China is all in either Beijing or Shanghai. In Beijing, which traffic jams can last for days and housing space is really tiny (my grandparents squeeze 5-6 people into their two bedroom apartment, and they're considerably well off), news of a good new city might just be lifechanging. hopefully.
