this page has a lot of information on Japanese Wii systems and its lockouts. Assuming US Wiis operate in the same manner, no, there is no way to legally download Japanese VC/Wiiware games to a US Wii -- the Wii will automatically only be able to access the Wii Shop for the region it's designed to access. Also, if you've got a Japanese Wii, you'd need to have Japan-bought Nintendo Points to redeem on it (there's also a region lockout for point cards; there's a link to a video on that page that shows an attempt on a US Wii to redeem a presumably Japanese Wii Points card that gave them an error 205618).
I'm pretty sure I read something about foreign (out of region) credit cards also not working to purchase Nintendo Points through the Wii Shop, but don't quote me on that until you read it for yourself someplace else.

No you cannot get other region downloads for your Wii legally.
If you have a Japanese Wii and a non-Japanese credit/debit card you can buy points from the Japanese shop (I do it all the time; most recently this morning), but there does seem to be some restriction on which country's cards will work which I suspect has to do with which regions Wiis are legally sold in (I have read of people in the Philippines being unable to use their credit cards at the Japanese Wii shop), but you can always import Japanese Wii Points cards from places like Play-Asia if absolutely necessary.
Maybe, it depends on your system menu version. If you still have 3.4 you can use BannerBomb and install AnyRegion Changer. You may now change your shop channel. Doesn't work with the newest version of the shop channel.
