Topic: Best In-Game Pokemon Trainer?

Who do you think is the best npc trainer in the pokemon series? And just so everybody doesn't say Red, he doesn't count, as he was playable in gen 1 and it's gen 3 remakes. I think Steven Stone is probably the best, as he has high leveled difficult to train pokemon, with strong moves. Please don't hate on other users for their opinions.

Yeah, I think Steven is one of the toughest Champions and NPCs, with all those steel type Pokemon (and the Metagross O_O). However, if we're talking about sheer levels, that would technically go to Red, as his Pikachu is the strongest owned Pokemon in the series, topping at Lv88 in Heart Gold/Soul Silver. I know he doesn't count here, but I just thought I'd throw that out.
PS Does everybody know that in Emerald, you can fight Steven in Meteor Falls after beating the Champion? His Pokemon are now even stronger than in Ruby/Sapphire. However, you can only fight him once.

Steven Stone in Emerald, and Blue Rematch in Heart Gold/Soul Silver. Red is only overleved in these games. I guess Lance in the elite 4 rematch in Heart Gold/SOul Silver was a pain as well.

Now if you want hard, i'd recommend beating the Pokemon Tower.
