Make sure you go for the bundle with Saint Rows IV. It'll say it in tiny letters next to the "PS4" part on the PS4 version. That's cheaper than either Re-Elected or Gat out of Hell sold seperately for some reason ($15.49 vs $23.99 and $15.99, respectively), let alone combined.
Edit: Note that this is just the console. You'll need a controller (either a dualshock 3 or 4) and a memory card if you want to download stuff. It comes with 1 GB of on-storage memory, so if you just want to play a couple of games that don't have significant patches, go for it.
For those that want to jailbreak their 3DS with Cubic Ninja, Big Lots sells it new for 19.99.
Pretty good in comparison to how crazily it gets bid up on eBay.

NOTE: $40 is not a great deal for a Duslshock-less PSTV. Wait for a game+dualshock bundle. A new DS3 costs ~$50, and then you STILL need a memory card. The LEGO Movie bundle constantly goes on sale for $100. You get a PSTV, a DS3, a memory card, and a free game code.
If you have a 5 Below store near you, I just found Skylander's Giants Wii U Starter Pack for $5 along with a bunch of Skylander's Giant figures for the same price. Was enough to get me to invest into it for the kids.
