Here is what the Wikipedia page for Phantasy Star 0 says about this:
"A smaller version of the game, Phantasy Star 0 Mini, was released for the Nintendo DSiWare service on March 25, 2009. Sega has also mentioned the possibility of a new Nintendo DSi-exclusive downloadable stage for the game, possibly one from the original Phantasy Star Online. A poll for players to pick their favorite classic stage will be held on Sega of Japan's website at a later date. News has yet to be announced for a release on the USA version of this download but it has been in development for some time."

I remember this from back in the day and was looking forward to it since I devoted a lot of time to PSZ. I dont think this will ever happen now, However I'm more concerned about the arrival of Phantasy Star Online 2 in the west. I want it either on WiiU or a 3DS version. I'm a big fan of the series and it would be a sin if this game releases over here and it becomes a PC or Xboxone exclusive.
