Apparently Ninty has had batches of Yarn Yoshi Amiibo stock "destroyed" so they are cancelling a few pre-orders, it seems to mostly have affected France though. This is really odd.
They'll get more stock, I believe the Wii U is quite popular in France.
Like the Splatton Amiibo that were stolen or any of the constantly sold out Smash Bros ones? TBH Ninty can't keep up with demand as it is so any set back is a big blow otherwise they'll just have to stop producing new Amiibo lines and just focus on the existing ones.

My area is not experiencing any stock issues, saw Ness, a couple of villagers and three WFT earlier this week, and all I did was go to the counter, didn't make any special stop by the amiibo section to have a good look. Stock will not be a problem for France, some people will just get theirs a little later than others, it's just a short term issue.

Are you seriously trying to suggest that there's no stock issues with Amiibo? The game is having it's pre-orders cancelled with less than a week before it's released and you're saying it's simply a short term problem?
