Both. I'd say play Seasons first to lead into Ages but you can do either.

It depends on what you want out of a Zelda title. Generally speaking, Seasons is a little more action-focused whereas Ages has tougher puzzles .
That said, while they're both great as standalone games, playing one after the other in a linked quest is still the best way to play the Oracle series.
Though I actually played Ages first, then I got Seasons several years later, but I was pretty happy playing only Ages before that... So I am a little biased towards that one (also, Nayru>Din).
If you're having trouble deciding which one to play first (we all know you'll end up buying both eventually) just ask yourself: Red or Blue?

or is the world etc. absolutely the same and only the quests and a few other things are different?
does each game have an unique story?

Oracle of Ages and Oracle of Seasons are two separate games with their own plots, overworlds, dungeons, sidequests and characters.
In a linked quest, though, one game's story will continue into the next game (the order you play them in doesn't matter), with item upgrades, secrets, references to the first Oracle game you played and a grand finale that aren't available if you play them as standalone games.
Oracle of Ages is probably the slightly-better one of the two seeing as it is more like a standard Zelda game, as it has more puzzles. Oracle of Seasons is probably one to finish second as it is more combat based and the puzzles in a room usually consist of 'move this rock left one space and the door opens' - which is more of a throw back to the first Zelda game (bosses as well).
I can't wait to have these at my finger tips. I had I believe seasons a while ago but for some reason never got into it. I think because it was Capcom I didn't think of it as a real entry into the Zelda series. I'm going to go with ages to start with this time just to switch it up but I know neither very well at all!
