Getting a grasp on basic Pokémon TCG strategy should be quite easy if you're experienced in other card games, such as Magic: the Gathering or Hearthstone.
A few tips that have been working for me:
-Don't just stick four copies of a pokémon and its evolutions into a deck; this will result in many dead draws. A good way to go about it is playing, for example, 4 Squirtle, 3 Wartortle, 2 Blastoise.
-Play four copies of Bill in every deck you make. No reason not to, as it's free card advantage (which is pretty much the main concept in TCGs).
-Fire decks seem like the best option for a starter, as they have a lot of very aggressive basic pokémon. Ponyta is particularly awesome with its 30-damage attack, and evolving it into Rapidash gives you access to Agility, which is quite busted.
Either way, the video game itself is as awesome as I remember it from back in the day.
