Nope Battletoads is owned by Rare. The publisher is just the person who puts the game out not the one who creates it. If that was the case Nintendo wouldnt have a problem bringing out Battletoads cause Nintendo published the first Battletoads in Europe while Treadwest published it in NA.
But a lot of the time, the publisher does own the rights to the game.
Sony owns the rights to Resistance and Ratchet & Clank, yet Insomniac is an independent developer.
Microsoft retained the rights to Halo after they got rid of Bungie.
Look at the copyright info of the games.
The publisher might hold a small percentage of the rights but Rare owns the majority. Anyway it doesnt really matter at this point cause the Tradewest company that published the Battletoads games went out of business years ago so Rare would own all the rights now anyways.
