I don't think it's the same as the theme that is currently available in the theme shop, as the pre-order theme, I believe, was that of Shulk resting under a tree. It will probably become available to the public in the near future, but I believe that it is exclusive to customers who have pre-ordered the game at certain retailers. And yes, these themes will work on a standard 3DS.

I preorder the game but didn't get any theme. I think it's a different one though.
I had the same issue. I contacted Nintendo via email and just got a response, very apologetic and code for theme included. Will have to check which one it is when I get home tonight

Cool. I might do the same. Although happy enough with my Majora's theme tbh.
