Most if not all of the non-evolving pokemon should get one, but that's probably not gonna happen. Qwilfish, Delibird, Corsola, Relicanth, Cryogonal...
There's quite a bit of those pokemon in Ruby and Sapphire, like Zangoose, Seviper, Lunatone, Tropius, etc. which makes me think they just won't ever get one.

If this year's game is Z, then I don't see the regional dex changing any considering the Kalos Dex is already huge. If it's X2/Y2, then I could see it changing some. Assuming it's Z and only regional dex Pokemon get a Mega, then Luxray, Milotic and Ambipom will get snubbed.
Flygon, Machamp, Drapion, Slowking, Granbull, Nidoking, Nidoqueen, Raichu, Floatzel, and Krookodile are all likely, with the 3 Kalos starters pretty much guaranteed (the thought of Mega Greninja scares me).

There's no reason to expand the Kalos Dex like there was for Unova. Unova's Dex was small, limited to new Pokemon only, and lacking in type variety. Kalos is exactly the opposite, it doesn't benefit from having a bigger dex. In fact, it would actually make things worse because it would drown out the 6th gen Pokemon even further.
I'm a bit hesitant to guess some of the 4th and 5th gen Pokemon that could get Megas because I think they'll probably try and save some for their respective remakes.

Yeah I definitely see them trying to save some Sinnoh Pokemon for it's remake, but Unova's a different story. Considering that Unova remakes are at least a decade off, the region introducing more Pokemon than any other region, and that Audino is the only Unova Pokemon with a Mega, I don't see them being too hesitant to add more Unova Megas.
Only problem with Unova Pokemon is that they are somewhat limited in the Kalos Dex compared to other regions.
So excluding the obvious Megas for Butterfree, Slowking, Froslass, and the Kalos starters, these are the ones for each region that I have a gut-feeling about:

I've thought about that possibility with Johto, but ultimately I think it would end up putting people off to the games. "Sorry, but we decided to remove your favorite Pokemon because we felt like we should put something better there". Listen to how that sounds. Don't you think some fans would get upset over that? So I doubt they'll be removing Pokemon from existing regional dexes. The Kalos Dex is about as good as it's going to get, there's no point in changing it.

As much as I REALLY want mega tropius and relicanth, didn't they miss their window to do gen 3 megas? If they put them in now, especially if they're not backwards compatible it would be a big missed opportunity with ORAS.
I foresee Gen IV Pokemon getting particular attention. The mega I want to see above anything else (besides Mega Dodrio, but Mega Pidgeot destroyed any hope I had for that) is Mega Porygon-Z.

People would rather get new Hoenn Megas that aren't compatible with ORAS than not get any Hoenn Megas at all. Especially with Mega Flygon. That being said, I think there will be very few Hoenn Megas introduced for the remainder of the generation, as it has more than the other regions as it is.
I personally think the focus will be on Kanto and Unova Pokemon.
Megas that I want to see besides Flygon are: Primeape, Lanturn, Muk, Raichu, Ludicolo, Krookodile, Hawlucha, and Arcanine.
