Normally I'd agree that 700 figures would be asking a bit much
I was thinking that each figurine would include the three stages of their evolution. So if you wanted Pikachu, you would buy the Pichu / Pikachu / Raichu pack - the thee of them would be figurines on the same base.
Edgey, Gumshoe, Godot, Sissel, Larry, then Mia, Franziska, Maggie, Kay and Lynne.

In all seriousness, Nintendo has milked the Pokemon franchise pretty hard since day one, what with releasing two versions of the same game and the like. Would doing something like this really surprise people?

@Nibelilt - Yeah, I got that statistic from a quick Google search (I don't follow the Skylanders franchise). My point was that for every Skylander available now, there are about 10 or so Pokémons that would be involved in a Skylanders-esque game, making it that less appealing for those without unlimited expendable income/free time.

I was thinking this myself, but then you have to remember there's also the 1s whose evolution was special 1, like via trades, stones, items, etc. Not sure if there was anything further extended from this (Though I remember a couple exceptions like Hitmontop), though, except for breeding. But yeah, it's possible they could include those speical 1s, too.

I'm surprised they haven't already done it - hell the Wii U seems pretty much built for that kind of game to be developed for it. Pokepark seems like it could reasonably go this route because you wouldn't have as many figurines.
From a standard Pokemon game perspective using them for legendaries might not be a bad thing to give people an alternate method of earning them than special events or trading. Having the earning of any Pokemon exclusively tied to a figurine would risk alienating part of the existing fanbase; which I can't think Nintendo would do casually.
A better method would be to just make the already existing figures they sell compatible with some future game. That way you don't have to worry about buying them all and you would get even more worth out of a toy you were already going to buy. Maybe if possible make the plush dolls NFC compatible.
In the end I hope Nintendo doesn't decide to go down the route you've suggested. A spin-off with 30-50 Pokemon would be fine but nothing more please.
Not only that, what happens when you wanna trade...trade figures you paid for? As for evolving, yea I would tend to think sell the evolution packs, but then the special non-3 stage evolutions might be harder to come across.
