Its too complex of a situation to just say it in a few words... but Nintendo's best way right now is to keep teaming up with Tecmo Koei, Platinum Games, and others to create Wii U exclusives. Heck, we're getting Shin Megami Tensei X Fire Emblem. But 3rd party support is virtually gone but I will say that everything can change... like if Square Enix and Rockstar jumps in.
I own a Wii U and 3DS. I also own a PS4!

I'd defiantly say get more exclusive game contracts with some devs, reach out to fund some other projects, also kissing a little donkey would hurt too much.
I don't think there's much they can do until they make a new console, most of the Wii U's problems with third party are inherent to the console itself, the lack of power compared to the PS4/One, the required usage of the Gamepad. I suppose if the install base increases, it could win back a few third parties like Ubisoft, but a lot of the third parties have already written it off.
1. The collabs they are doing right now, but only one (maybe two if it isn't as major as Hyrule Warriors) per company (at least for legit crossover games).
2. Work with the company that ported Deus Ex and Need for Speed and have them publish a next gen only game to Wii U and market it as the go to example of how to bring next gen to Wii U (immediately reaction would be for Arkham Knight). And then pay to have exclusive content and for your own commercial to air at the same places as the new commercial for the game that talks about why the Wii U version is better.
3. Publish games as exclusives for games that might not get released otherwise.
Convince alot of kids parents to buy them Harvest Moon and stuff. Go buy Cave Story, Witch and Hero, etc. Beg your parents for more money in your allowance and go buy games. Be extra good so that Snata will buy you eShop cards, then buy more games.
Get good grades, then buy more games

As mentioned, collaborations are the key to the third party future I feel as well. That way Nintendo can have a stronger position for marketing the games so they sell and reach their unique audience
To me, it's a lost cause. Nintendo doesn't need to bother with 3rd-party support unless it's the developer who wants to collaborate.
But if they had to, they should focus more on japanese developers and support or localize their games, just to show that the WiiU is no 'AAA machine'.
Does the 3DS have a hard time with 3rd party support?
They use to have third-party support.
And they don't now? I didn't even notice. I know the Wii U was hurting for 3rd Party support but not the 3DS.
The 3DS is not really hurting for third-party support, it's getting several major third-party games over the next year. What helps the 3DS is that many Japanese developers shifted their focus to handhelds last generation, and the 3DS' popularity attracts support from them.
I don't really see why people think the 3DS has poor third-party support. Some of the system's biggest and most popular games this year have been third-party titles.
Nintendo handhelds have never had trouble getting third-party support. Its their consoles that struggle in that regard.
The only high quality upcoming 3rd party 3DS game that will sell millions is Monster Hunter 4... But I would rather wait and see if there's a superior HD Wii U version instead

Monster Hunter 4 Ultimate for 3DS is enough third-party for me It might as well last the whole year when it comes out! Not sure about a Wii U version because if it was to exist, it would have been announced already although one can never be too sure.
I just noticed that the title of this thread is redundant.
