Malls and Gamestops... or even better Gamestop in a mall (which is where I have had most of my streetpasses)
and gaming events, at PAX East this year I encountered ~150 people with Pokemon Black/White in their DS's on standby.

I am still trying to figure this one out myself. I have had my 3DS for a little over a week now and I only managed to get one and that was from when I was driving on my way to school. I saw a kid with a blue 3DS in hand earlier today and I walked right by him but I didnt get a streetpass I guess he did have his activate or something. But anyways I have been taking mine everywhere I go thats pretty much all you can do.

I thought that my college campus would have plenty... it doesn't. It is a small school though.

I got most of mine right in the parks. I did get several, and there was one other user in particular that I got multiple hits from, at the resort I stayed at. My advice, wear baggy shorts with large pockets and carry your 3DS in a nice firm case to keep it dry and protected. It's worth it every time you see that green LED light up.

It really depends. I went to a concert with nearly 90 thousand people in attendance and got zero hits. The next week I went to a technology convention with around 100 people attending and got over 40 hits. Just attend a lot of random events, you're bound to get at least one hit.

I live in Ellicott City, Maryland, so I haven't really tried to get a hit. But, maybe I'll bring it once I go to Ocean City.
