Gyro sensor, touch control, and augmented reality with streetpass and spotpass support would make this the best Warioware yet. The question is if they're going to make it a standard Warioware or a DIY sequel.
As much as I would love it to have both, the first 3DS Warioware will most likely be a standard one.

What's wrong with creating 3D micro games? DIY already had a layer system.
DIY games would most-likely use only the touch-screen which has no 3D. Although if they DO have an editor allow you to make games that use the buttons, THEN the games can play on the top screen with 3D.
Don't forget there's still Spongebob SquigglePants 3D.

i don't see why it couldn't have normal micro games (as the ones in the previous games) and the option to do simpler games a la DIY. Anyways, we already have DIY for the DS, so another game that does the same is not really needed.
But i think they should include the option to download microgames from DIY to the new game (even if only a few). It would be great.
But a WarioWare Collection with all the modes and games from the previous games (- wii) would be great for me.
I really hope they release one on 3DS, the Warioware games are great at showing what a system can do. Touched was the first game on the DS to really impress me with the touch screen and smooth moves used the Wiimote in a lot of neat ways as well. I could see a 3DS version being bundles with some AR cards that are used to play the mini games.....or maybe not, that would be a lot of cards.

If Warioware on 3DS offers a DIY feature, then they should make it so you can save & scan QR codes of microgames like how the 3DS's Mii Maker has QR.

their should be a game that says "don't move!" and it senses your facial movements with the camera and other movements with the gyro sensor. like the one in twisted
