As I said, I already found an alternative connection at the library for my downloading needs. The question is how to fix it for at home, where I would like to be able to play online. There is no Nintendo Zone nearby that I know of, but that would not be helpful, anyway.
Fixing your home connection may not be possible, it depends on so many factors. As I said, it may not have anything to do with your home's actual connection, it could be something down the line, one of the many routing servers between you and Nintendo. Could be a faulty physical line somewhere that your provider hasn't located. The 3DS is just too sensitive on downloads still, they do need to add more data checking to it somehow.

It seems I'm having the exact same issues right now, glad I finally found someone with similar issues tbh.
What seems to be 100% guaranteed for crashing my n3DS is booting XBC to the title screen, pressing the home button, then the system will freeze. Music still plays but buttons don't respond and screen if frozen, only thing to do then is hold power button.
I guess internet may be a possibility as I switch ISP to virgin media a while ago. Just totally baffling how internet can cause issues like this though. I did suspect it caused problems for PLVSAA a while ago though as it was as if the game was struggling to read data fast enough as text boxes would take so long to load and music started stuttering, and when I turned off wireless, it was suddenly fine. Sadly not always an option to do that on some games and on n3DS it can only be done in the software now too.
Don't suppose you ever fixed the issue? I did try giving my 3DS a static IP and even DMZ, but doesnt seem to have fixed it.
