X-cellent!!! I was thinking to myself the other day that Theme Shuffle would be a great addition to the 3DS. This new update will definitely get me to buy more themes now.
The new 3DS also got an update adding amiibo settings to the Home menu settings. All systems can now update software from the home menu too. Plus screenshots can be taken of both screens at once now.

Ninjhax users, beware this update. It reportedly closes the exploit.
Well that should be a given, no smart Ninjhax user would ever update again
Which reminds me, I haven't been able to even get the thing to work, I should get on that
I think smart Ninjhax users with money have bought a 2DS with this strategy in mind, but those with only one console might be tempted (if not required) to eventually upgrade for the usual reasons (eShopping, online play, etc.).
This is brilliant assuming the Ninjhax exploit is gone upon updating, Mario Kart 7 online would then be safe from becoming like Mario Kart Wii online before the Nintendo WFC closure!
The theme shuffling is a nice addition on the side.
Upon reading, one of the parts of the ninjhax is effected, most of the parts still work so there might be a chance that they can find another way to fix the thing and ninjhax can be working again.
