I've been recently been taking my 3DS to school to play with my friends. Its pretty risky because they don't allow games to checked in at the office (only phones) and keeping it in your bag has 2 risks; being stolen and bag searches by administration which happens every month OR when something goes missing OR when someone is suspected of holding drugs...
So, I would like some help on how to present an idea of a 3DS Club/Streetpass Club/Nintendo Club to the headmaster of my school. If anyone can give me any tips that can persuade, make it look not bad (because videogames have a negative vibe when seen by adults) and anything that can help my case.

Try somewhere other than school, like a local library. Plus libraries have wifi, and are pretty quiet. You could also ask to advertise in your school, like putting up posters if they allow it. Most of all, tell your friends!
If you choose the library, try and get an extra room booked for you if you can as well.

Libraries? I don't think there is even one anywhere near me.
The reason I take my 3DS to school is because its quite a convenient place to meet. I don't really go anywhere else and right now I'm not even supposed to have my 3DS with me, I just tell my parents I stay back for 'extra help'. So thats a no-no.

I don't think you can get the school to allow it tbh. It would mean a bunch of students bringing along expensive devices and most headmasters would realise that's just asking for trouble. (The school I used to go to had a couple of incidents involving trading cards, and those are about 20 dollars total. With 3DS's, we're pushing 200) If your school has a bulletin board though, I guess you could advertise meetups at a park, a shopping centre or a friend's place.
always thought I'd change to Gyarados after I turned 20 but hey, this is more fitting I guess. (also somebody registered under the original Magikarp name and I can't get back to it anymore orz)
People bring in their phones to school and check it in at the office. Also, laptops can be brought to school and be used during the lunch if required for schoolwork. Also, the school has no problem seeing you with those devices after school as long as you don't have it during the school hours...

Honestly I would do like Lz suggested and forego the school. There are alot of places you can start a club as Lz mentioned try a library or maybe see if you town has a youth center place. You can also try like maybe a park, or even a friends house. Not sure why it has to be at school.

Sell it as a club that's dedicated to studying the history and development of Nintendo handheld consoles or handheld gaming in general.
We had an anime/manga club at school but presented it to the school board as an "Asian Cultural Studies" club. We got our English teacher who was extremely cool (in other words, didn't care what we did) to be the adult supervisor and proceeded to do nothing but sit in her room watch anime, play video games, and read manga every afternoon. Just convince them it's something educational and you will probably be fine.

If you're serious about this you could try to find some articles or books about the positive effects of gaming and talk about these to your elected representatives / head boys. Maybe even teachers or other people that are responsible at your school.

At my sixth form there is a manga/anime club I'm apart that a few of us formed this year, we just bring and use are 3DSs there because are supervisor is cool I recommend finding a chilled teacher and just forming a manga club much easier to pitch.

seriously only police officers have the "right" to take away stuff from you. and even those have to respect certain laws. at least on paper. in real life police do what they want
Man, at my school, the first year I started going, you could do WHATEVER you wanted to do, as long as you didn't harm anyone else. This year, no electronic was allowed in study hall, in the name of "unity". It might have been because of the rather gruesome war threats I made against my friends in MK7, though...

seriously only police officers have the "right" to take away stuff from you. and even those have to respect certain laws. at least on paper. in real life police do what they want
First of all, this guy lives in Belize. I don't know what the laws are there. I'm guessing they are more strict than your country's.
Second, educators actually have more rights when it comes to confiscating things because they have lower standards for "probably cause" than the police do.
Teachers can absolutely confiscate electronics if they've deemed them inappropriate for the classroom.

when you see a teacher coming just put your 3DS in a bag. a teacher certainly has no right to search your bags. well maybe in north korea
