Not as of right now, but I believe in the future there will be one, not sure if it cost money or if it's Japan only though.

there is an ebook-kinda service in japan.
could come to NA. not sure about EU, because there are different partners in every country

If you are looking for something other than "playing games" then may i suggest the new iPod Touch? Honestly, the 3DS is more of a gaming device than a multimedia system. Yes, the 3DS can do some cool things, but if you are looking for a multimedia device than get a iPod Touch,

But I personally have both, and I stick to my 3DS for my game playing.

Unfortunately not yet, if ever. Japanese 3DSes can get an app for eBooks according to Nintendolife, but not European ones or American/Canadian ones D:

My SD Card with the game on it is just as physical as your cartridge with the game on it.
I love Nintendo, that's why I criticize them so harshly.
