As far as we know, Nintendo is not planning a version of Pictochat for the 3DS, and has instead replaced it with Swapnote. As far as update for Swapnote is concerned, Nintendo is probably working on one to expand the features/functionality of Swapnote (I'd take auto-SpotPass downloading a la the eShop or Nintendo Video, the ability to respond multiple times to a topic or your own topic, and a texting keyboard myself), but we know nothing for sure other than they have been/are adding new stationaries to use. As far as a date for this update (if it exists), we don't have a date; Nintendo doesn't tend to announce dates of updates in advance (and if they do, they're more like "late November" than say, Nov. 14th).
Just for future reference - Tagging someone's name using the @ symbol does not do anything to notify someone that you've posted about them or directed a comment specifically at them; it's used more to respond to someone's comment(s) without quoting an entire section of their comments.
