Do we know if the 3DS Streetpass software works with old DS games with streetpass functions just the same way as it does with the new 3DS games? Will it be storing Dragon Quest IX information and trade maps without the game being in my 3DS? Or will it only remember 3DS games.

Streetpass is 3DS exclusive. Therefore only the 3DS and 3DS games will have that functionality. The DS was made long before Streetpass was even thought of, so how can it even be able to make use of the Streetpass?

there are some DS games that have streetpass, like Dragon Quest IX, but you had to have the same cartridge in your DS as the person you are passing in the street. So I'm hoping those older DS games are compatible with the new technology so I can finally get some dungeon maps.

Dragon Quest IX does not use streetpass. It uses its own proprietry system that is linked to the game cartridge, not the DS console.
Streetpass is a console feature - that's how its able to gather/ exchange data on games you have, but don't actually have running on your 3DS at the time. As such, it will not work with Dragon Quest IX.
What you can do still, is turn on DQIX' own system and operate it as normal from the 3DS.
aw, that's too bad. thanks for the explanation. i was hoping the old tag mode games would work with streetpass. I'll probably just sell the game then because I'll never pass anyone with DQIX actually in their 3DS.

"The World Ends With You" also has a similar mode, which it used to level up badges in game (basically special moves).
It was a great feature, but as with DQ9, the chances of passing someone with the same game running are minimal. Streetpass takes care of that, so it should be a lot more useful.
And Spotpass sounds pretty good too. I dont think I could watcha full mvoie on the small 3DS screen (I struggle using the iPhone unless its for shorts like Family Guy), but 3D movie trailers would be great.
Well if they aren't going to allow old tag mode games to utilize the fancy new streetpass, I hope a lot of new games have it. Anyone know which games have announced street pass compatibility? I only know of Street Fighter for sure, but I assume Nintendogs will again and probably Animal Crossing can make good use of it. anything else? what games do you want to have streetpass uses?

Streetfighter, DOA Dimensions, Nintendogs so far that I know of. I should imagine most, if not all, Nintendo published titles will use it.
Racing games could use it for leaderboads and ghosts, rpgs could use it to transfer items - imagine a new Pokemon where some could only be obtained or evolved using StreetPass!
