Unlike what others said, avoid the vita like the plague. There's less than 5 games worth playing on it and they are all console ports.
Not true. There's plenty of exclusive stuff on the PSVita now and upcoming. Besides that, the ports that are out there are of the highest possible quality. Dead Or Alive 5+ anyone? Persona4 Golden justifies it's purchase alone...
The Vita is a very good system and while I think the 3DS XL is superior (better form factor, size, controls, MUCH BETTER FIRMWARE) it definitely depends on the games. The two systems are close enough IMO that your choice should come down to what system has titles you like. My Vita has mostly collected dust since I got it (holy cow, been over a year already!) but there is some pretty great stuff out there for it.
There is no point IMO of looking at the PSP or DSi as these are both last generation consoles and while they are currently cheap, they won't have widely available retail stock within one or two years. If you don't mind buying used, they could be the way to go but you won't be playing the latest and greatest. Good thing about the 3DS is it is backwards compatible with DS game cards so you'll have that whole library to play with. VIta can run PSP games but needs the digital versions as it can't use PSP UMDs. The good news is a lot of the best PSP titles are available for digital download on Vita.
Sony's digital distribution is also a lot better than Nintendo's. You can have the same account on multiple devices so none of this buying the same game on three different machines crap like Nintendo. If you plan to make use of digital distribution and you have any interest in the PS3/PS4 that is a point to consider.

If you want to play PSP games, get a Vita, it is backwards compatible, and not very expensive anymore. the screen quality is a lot better, PSP games look much better. Besides, the Vita is still supported. Not much, but games like Soul Sacrifice, Gravity Rush and Persona 4 are worth it.
The question you need to ask yourself is Vita or 3DS.

if you want a cheap handheld get a gameboy trust me it is so awesome if you want best handheld quality get a 3ds if you want a pick up and play that is fun get the old gameboy. hope i helped

And DSi is too last gen console? Or can I play 3DS games on DSi?
no you cant the dsi will only play ds games but it has a whole lot of great dsiware games on it but it really matters on your choice on what to get but just stick to this: better graphics dont determine gameplay so would you rather have a crap game on the vita with amazing graphics? or a home console quality for the 3ds wich dosent have best graphics but have amazing gameplay. its your choice.

The Vita is Sony's current portable system, PSP is its predecessor, and the 3DS is Nintendo's current portable system while the DS is its predecessor (DS Lite, DSi, and DSi XL are all models of the DS) You can still get the PSP and DS relatively easy for cheap, but they won't have any new games coming out for them. They are also both backwards compatible, but the Vita only plays digital PSP games (The vast majority of good PSP games are avalible digitally). Hope that clears it up
