Yes that's right. There are shiny Arceus's on GTS and I have 2 of them that someone gave away on GTS for a Zigzagoon a piece for them. I was shocked that such hacked Pokemon would be tradable, especially since the actual event Arceus only came to Japan a couple of hours ago.
