Who do you think will get it first - Europe or America? (I reckon Europe will get it last, we get most stuff last )

You'd be able to extrapolate a fair amount, even if they only gave the Japanese release and price. Consoles have been launching within fairly small windows of each other. If they announce the 3DS in Japan to release in Nov., you can bet that NOJ knows about Black Friday or at least the insane phenomenon that is the American Xmas shopping season (not sure how crazy you Europeans get about Xmas presents comparatively).
As for price, you can't really do a direct conversion. Generally prices are a bit lower in the US than they are in Japan. Japan has a history of subsidizing exports (not sure to what extent they do that now still), but we also have a larger market share (at least for hardware), so we do benefit! For example, the DSi cost 18,900 yen (approx $225 USD currently) on release and it cost $180 here. You can get a nice little estimate by knocking off the last two digits of the yen price.

So, again with Time Zones, does anyone know an estimate of what time the meeting will be in Japan, and then convert it to Central Time?

1am EST will be the start of the conference. Takes time for them to say what they have to say, show what they have to show, and then the delay as the press has to go post the info on the interwebs, and then the translations, and then....
So yeah, tomorrow.

Yeah, I figure I'll have to be up until at least 2:30 in the morning to get the news I need to get. That's ok though since I've been up until 3 or 4 the past couple nights.

Random prediction: Some Japenese reporter will mess up the translation, leading the rest of the world to think the 3DS will be released at a certain time when it actually won't.

There is a stream on GoNintendo going on right now. So many stuff have been announced so far for the 3DS, like Miis, tag mode, and even a VC for GB, GBA, and other classic games!!!!! And, so much, much, much more!
