the game itself is the problem, it's extremely glitchy online. i've noticed i get fewer error messages on a good cable connection than i do with my dsl but the problem is still there.
one tip is to keep the wireless slider off until you get to the 'internet play' screen. that way you'll avoid the error message you get when trying to connect to the internet. otherwise it's just luck, keep trying until you get a match. i've done dmz and everything else i can and it makes no difference. capcom is supposed to be releasing a patch to allow save data to be deleted, hopefully they'll address this issue while they're at it.
I always get the error message when I first try to connect then when I try and connect a second time I have no issues until I completely restart the game. Because it doesnt happen all the time I dont find this much of a problem.

But i heard that putting a 3ds in DMZ will help in providing a mch connection with little or no error messages. I don't know how it works though, can anyone help?

You don't need to. The problems are coming from Capcom's servers, not your router or 3DS console.
well heres a simple thing ive looked up on some website to enable the amount of error messages to decrease: 1. Delete your current internet connection you use 2. Make another new internet connection (still the same connection though) 3. Go to resident evil, the mercenaries 3D 4. Go to DUO and click on internet play (you'll recieve an error message the first time) 5. Turn off the wireless communication (yellow light on the side of the 3DS), then wait for 30 seconds to 1 minute, then turn on the wireless communication again 6. When you click on the internet play again, it should connect from the first time. 7. Then you should be able to host or join sessions easily I hope it worked for you. I tried it and when i joined someone's session from the first click, it worked!

The problem may actually have to do with your network firewall settings. You can change the firewall settings for your 3DS (usually on device details). Look for 'Applications, Pinholes and DMZ' (thats how its listed for U-verse at least). Select 'Allow all applications' (it may be listed as DMZplus mode).
These directions may be different on other ISPs but will lessen the headache of RE online connection issues (for the most part).
