It could have been taken anywhere in Canada. By law all products must provide both French and English on all products. Typically one side is French and the other side is English.
I picked up my 3DS yesterday for $169.99 CDN. I also got Pilot Wings Resort for $10.97 CDN. A week ago Pilot Wings Resort was $38.99 at Costco. The store I went to had over 100 3DS in stock when they dropped the price, mine was the 4th last one so they are flying off the shelf.
