This question is mainly aimed at the guys who've tried the 3DS. I'd like to know, can the 3D effect on the 3DS actually appear to pop out of the screen or can it only go "inside" the screen?

You're welcome! I'm basing my facts on thoughts about Star Fox 64 3D and Metal Gear Solid 3: Snake Eater 3D, where critics mentioned the extra depth "inside" the screen. I'm also basing it on the Nintendo 3DS trailer, where it shows Mario, a Nintendog, and other things literally popping out of the screen.
Nintendo should advertise in imax 3d movies. people will be wearing the glasses already so during the trailers they should just have a 3ds commercial.. so you really understand how it works..

...but Nintendo said they're trying to campain against Glasses 3D... that wouldn't make any sense
Things never pop out of the screen. Your eyes are tricking you.
Though it seems that it will add extra depth inside the screen. Just ask Corbie.

They can appear to pop out of the screen, but it's much more limited than the depth - if something looks like it's coming towards you, then it obviously cannot exceed the outer pixels of the screen, so you won't be getting anything coming really 'close.' Still, a little bit of pop-out can still be used to great effect - imagine a survival horror title booting up with just a hand coming out of the screen towards you a little.

Which leads to little kids slamming their 3DS down in horror, only whining to Nintendo. They can't win either way.
yes, i did realize that a little kid would rarely play a horror game

From my understanding it creates slanted pixels which cross your eyes and makes it look like the game is going inside the screen instead of the 3D in movie theaters which try to make it pop out of the screen
@GamesX99: The pixels don't really have much to do with the 3D effect. It's mostly the fact that It renders the the scene from two different perspectives, like your eyes would.

You'd be surprised how often they do. Honestly.

Look at the video of Looksley's lineup it's the same tech.
No it's not. Looksley's Lineup is a DSiWare game that uses the DSi Camera to capture the movement of your head and adjusts the view accordingly. The 3DS uses a parallax barrier screen to filter a different image out to each eye. The camera isn't used in any way.
IT'S NOT THE SAME THING PEOPLE!
I'm pretty okay.

In my time with the 3DS I only noticed one thing that appeared to pop out of the screen, namely the champagne cork in one of the video demonstrations. For the games, it's all about depth of field - I certainly don't remember anything appearing to pop out of the screen, but bear in mind I played early prototypes so perhaps extra development time could see more popping-out
I'm with J, the majority of the 3D effect seems to be going "into" the screen. The champagne cork was very impressive and it did make me blink when I saw it pop out, but it seems to me the depth is more what the developers will be making use of.
