does the wireless need to be turned on for street pass to work?

yes it does. The wireless light should periodically flash yellow to indicate it is active. Also if you open it in the top left hand corner of the upper screen itll say street pass in green which means it is active. If its gray and says Disabled then your StreetPass and Wifi are not on.

also I heard that you could actually expand the battery life by having the wireless off

Thats all kind of hear say and hasnt been proven really people say the battery has a low life but ive had no problems and i leave my wifi on nonstop to try an pick up street passes at work and when im out and about.

Ive also tested this out myself i played Pilot wings with full screen brightness up and wifi on 3d and brightness all the way up for 4 hours straight and had a quarter battery left before i quit. Ive done that pretty much every night since i got the system. This isn't how i normally run my system, my setting are wifi always on and screen brightness on 1 and battery save mode on. I also have never power down my system when im done playing i just put it on the charge dock and Leave it til the next time i play or over night to the morning.

I've had no problem leaving it run the entire day as im out and play it on my breaks at work and sometimes over lunch. Only time will tell how the battery fairs and whether it'll start charging slower or dieing faster.
