I played my wife's cousins 3DS (who he borrowed) and its a Japan 3DS. It had Resident Evil and he was able to change the display to English for voice/text. How can you tell if a game does this? Say I want to buy a JP for MH4 but also want animal crossing. I don't care about English in MH4..but I want English in AC...
Is this a pipe dream?

its down to whether the individual game is multi language or not, its not something that's set by the system itself

So really no way of knowing...guess I will just wait for NA MH4 release...so I can play my other (that I want) games.

Animal Forest Jump Out most likely won't have an English option, Biohazard Revelations probably had that option since it was the first game in the series to use Japanese voice acting, so English is probably just an option so it can be "old-school".
