They don't really have to promote the on-disc DLC to go to the next game within a generation. The pokes you mentioned could easily be released later, after.
They don't have to, but they do anyway because it's good for marketing. What could be a better way to sell the new games than to have exclusive Pokemon that can't be used in the older games? They've even stepped things up with exclusive Mega Evolutions, so they're probably not going to stop anytime soon.
