In the newest issue of Nintendo Power, Cammie Dunaway of Nintendo is interviewed about Nintendo's E3 showing. When asked to provide thoughts about marketing the 3DS, she says (in part), "We haven't really started working on our sales and marketing plans. I've got to focus on selling product through the holidays."
Is this a hint that the 3DS won't see its western release until next year?
Ash: Professor Oak, how's your Bulbasaur?
Prof. Oak: Oh, it only hurts when I sit.

Prof. Oak: It's only Chansey if Krabby won't let go. Bye, now.
Ash: I don't think I'm going to call him anymore.

I think Nintendo wants to focus on the current DS and not take away from all the great games that are coming up. If a new system came out with 3D graphics, people will drop their DS thinking that all games would be a waste of energy to invest in. That's my take on why they wait for releasing things such as consoles. 2011 will be the year of the 3D..
